Kirsten Priebe
Konocti County Water District Bard of Directors President Kirsten Priebe prioritizes the health and happiness of the people (and animals!) in her community. Having served on the KCWD Board since 2019 and as president since 2022, the in-home caregiver for elderly and disabled patients focuses on building relationships to accomplish goals
As a member of the KCWD Board, Kirsten has helped secure about $18 million in grant funds from the State Water Resources Control Board. This money was used for much-needed upgrades to the water treatment plant and distribution systems. Under Kirsten’s leadership, the Board continues to strive to provide quality drinking water, ensure there is water if needed to fight structure fires and remain deficiency-free. She advocates for KCWD to remain independent from municipal takeover so that water service continues to meet the Board’s current high standards without increased water rates.
Kirsten has forged strong relationships with neighboring water providers, the fire chief, members of the Clearlake City Council and the city manager. In July 2024, she was appointed to serve as special districts alternate to the Local Agency Formation Commission (LAFCO), an independent regulatory commission created by the California Legislature to control the boundaries of cities and most special districts. She can often be found volunteering at community events and local government meetings as a KCWD representative and advocate
In response to the Boyles Fire, Kirsten has been working with our district supervisor to form a Firewise Community within KCWD boundaries. Kirsten got unanimous KCWD Board approval to promote and distribute information about Firewise Communities and the Free Chipping Program to all KCWD customers.
Jeffrey Stanley
Konocti County Water District Board Member Jeffrey Stanley’s diverse professional experiences, which includes extensive water treatment training and work, allows him to make a significant contribution as a leader in providing safe, quality water to the community. Jeffrey has served on the KCWD Board for more than 10 years during which he held both president and vice president roles.
Jeffrey, who holds a Level 2-Water Treatment License, received two years of college-level water treatment classes, worked five years returning processed water safely to the San Francisco Bay and spent 15 years treating nuclear water before releasing it safely into the environment. He is also trained in medical and nuclear lab work. Jeffrey is proud of the Board’s work in securing $18 million in grant funds from the State Water Resources Control Board that went toward upgrading the water treatment plant and distribution systems.
Jeffrey prides himself in letting his integrity guide him in everything he does. Aside from his water treatment expertise, Jeffrey dedicates himself to helping unhoused people in the community through local programs. He is also a certified Spanish-English translator.
Elvis Cook
I am an Investigation Sergeant with 18 years of dedicated law enforcement experience, currently serving the city where I both work and live. I hold an associate degree in Criminal Justice and am actively pursuing a bachelor's degree in Business Management to further enhance my leadership and administrative capabilities. Throughout my career, I’ve remained committed to public safety and community service, striving to make our city a safer, more secure place for all residents. My experience spans a wide range of investigative work, supervisory responsibilities, and collaborative efforts with local and regional agencies.
Outside of my professional duties, I've been proudly married for 26 years and am the father of a wonderful daughter. I value family above all and enjoy spending my free time with them, especially outdoors. My hobbies include golfing, hunting, and exploring the country on side-by-sides and motorcycles.
As a member of the Konocti County Water District Board, we are responsible for establishing policies that guide the agency's operations, approving annual budgets, setting rates and fees to ensure financial stability and fair pricing, and evaluating the performance of the district's top administrator. We serve as a spokesperson of the community, addressing concerns regarding water service, quality, and availability. All board activities are conducted in accordance with the California Brown Act, ensuring transparency, accountability, and public participation. Our overall goal is to provide reliable, high-quality service to the community.
Having a reliable and well-managed water company is essential for any community. It ensures safe drinking water, protects public health, and supports local fire departments with dependable water pressure. A sound water system also promotes economic growth by attracting businesses and maintaining vital infrastructure. Most importantly, it guarantees that all residents have fair and affordable access to clean water. A strong water service is investing in the safety, health, and future of our community.
Christine Flora
I am a Field Retail Merchandiser/Team Lead/ Area Manager. I have been in this field for over 25 years. I visit retail stores and conduct audits on products or do resets on products, or cut in new ones in convenience, grocery, drug, hardware, and specialty stores. My job includes travel from my home to various job sites daily from Napa to Eureka and Fort Bragg to Sonora. I am also an Event Security Guard for High Rock Security, Reno NV and Peace Krew and Knight Hogz, Black Oak Ranch, Laytonville, CA. I’ve been in this field on and off, mostly during the summer months for over 30 years working high profile events like Bay to Breakers, Pride Festival, Nike Women’s Marathon, Reggae on the River, Kate Wolf Music Festival, Celtic Festival, and Cannafest. Aside from working as a Field Retail Merchandiser and an Event Security Manager I am also an in-Home Support Services Provider. I’ve been in this field since 2012 and do Veteran Home Care as well.
Over the years I have completed many milestones and accomplishments from 1993 when I received my Certificate in Office Automation from San Jose City College, San Jose, CA. 1995 I became a Certified Professional Secretary for the International Association of Administrative Professionals, Kansas City, MO, from 1998 to 2003 I was a Certified Safety Food Manager. I was also a member of the Board of Director’s, The Cannabis Coalition, a national advocacy group for medical marijuana patients and caregivers. In 2001 I became a member of the Board of Director’s, Walk San Jose, a non-profit pedestrian/bicycle advocacy group and Member of VTA Rider’s Union, a non-profit public transit advocacy group. 2006 to current, Infant and Adult, AED First Aid and CPR certified. Since 2020 I have been a Special District’s Representative, Member of the Board of Director’s, County of Lake Redevelopment Agency Oversight Committee. Recently this year I became a member of the Board of Director’s, Lower Lake Cemetery District.
As a member of the Konocti County Water District Board, it is our mission to provide quality water at a reasonable price to the community. I have always wanted to help and serve the community I live in and this seemed like the perfect way to do it.
Nicole McKay
Konocti County Water District Board Director Nicole McKay’s diverse professional background highlights her interest in helping and informing people — especially those with significant needs. As a Public Authority Specialist for the IHSS program, she recruits, trains and monitors in-home-care providers who work for one of Lake County’s most vulnerable populations providing services to elderly and disabled recipients.
Prior to that, she worked as a Tax Specialist for H&R Block, and 18 years as a social worker for a local non-profit doing work related to supporting children and families by connecting them to services and resources. Nicole found the work to be rewarding because she was able to do a lot of good for people in her community. Early in her career, she was a reporter and news editor for the Lake County Record-Bee, where she gained a lot of exposure to, and a deep understanding of, city and county news and its leaders.
Nicole’s long-term ties to KCWD provided her with a first-hand look at the hard work of its dedicated staff. As director of the Board, Nicole focuses on making decisions that best benefit both KCWD’s customers and its employees. It is important to Nicole that customers receive the best quality water at the lowest cost possible, which is why she makes helping the Board navigate difficult issues a priority.
Outside of work and her service on the KCWD Board, Nicole relishes spending time with her grown children — especially traveling with them. She is artistic and creative and enjoys crafting, painting and other artistic endeavors. Nicole continues to feed her curiosity and love of learning by learning about the world, music, food, politics, travel and news on the Internet.
